A rolling average of voter turnout out probably fine. % lower than the total turnout. To ensure it’s a hell yes via voter base. Every act of giving away a noun makes receiving them less valuable.

Still think it needs to be high % of supply agreeing not  just a low minority. If we can’t have 10% + say you deserve a noun, don’t think a noun is deserved.
